Dr. Fergal Callaghan, Director - AWN Consulting, was invited to present at IChemE's (Institution of Chemical Engineers) Hazards26 annual conference in Edinburgh, Scotland, May 25th 2016. IChemE is the global professional membership organisation for chemical engineering professionals and those involved with the process industries, including the emerging bioprocess sector.

Dr. Callaghan's presentation focused on the changes introduced by Seveso III and how those changes had implications for requirements in a number of different areas within industry:

  • Notification
  • Major accident prevention policy and safety management system
  • Safety report
  • Modifications
  • Emergency response plans
  • Provision of information to the public
  • Access to information and confidentiality

A number of case studies were presented demonstrating that for companies implementing Seveso III there has been a capital cost impact for all sites in terms of investment in emergency equipment and for some in meeting firewater retention requirements. The main impacts are operational costs including training, management time, the time requirement of the emergency response organisation and consultancy fees.
