In 2006, Shannon Explosives Ltd. applied to Clare County Council for permission to construct an explosives manufacturing and storage facility at Killadysert, Co. Clare. Clare County Council's decision to grant permission for the development was appealed by a number of third parties to An Bord Pleanála (the national planning authority) in 2008.

The proposed explosives manufacturing facility is classified as an Upper Tier Seveso/ COMAH establishment under the European Communities (Control of Major Accident Hazards Involving Dangerous Substances) Regulations 2006.

AWN Consulting Ltd. was appointed by An Bord Pleanála to act as a specialist advisor. AWN completed a legislatory review and an assessment of the adequacy of information submitted to the planning authority.

AWN conducted a detailed technical review of the Quantitative Risk Assessment, Major Accident Prevention Policy, Safety Management System, Safety Report, Emergency Plan and Firewater Risk Assessment prepared by the applicant in respect of the explosives manufacturing facility. The implications of the facility for adjacent land uses and facilities were also reviewed.

AWN attended the public planning hearing that was held in November 2008 and participated in the cross examination of expert witnesses.

A report was prepared describing the technical review and assessment conducted by AWN, and recommendations were made on conditions to be attached to a grant of planning permission for the explosives manufacturing facility.
